Sky and environment lighting add-on for Blender with clouds, time of day and HDRI baking.

What Cel (Citigen Environment Lighting) does

CEL (Citigen Environment Lighting) lights a scene through a single Add Sky action, then gives deeper control when you need it. The sky can be tuned, clouds added and shaped, and everything animated over time.

You can recreate any time of day across the year, add a ground or sea, and position the moon or stars. Presets can be saved and shared, and scenes can be baked into HDRIs. It works in both Cycles and EEVEE, although clouds are not available in EEVEE. It suits exterior scenes and quick atmospheric lighting.
