Skytails' MMD Anime FaceRig Addon creates a face-control rig for MMD-style anime characters. A panel attaches it to your model, and you animate with just three principal controllers, so there are fewer bones to manage.
Drivers are placed on the model's shapekeys and linked to the rig, and missing but necessary shapekeys are added automatically. Panel options import the rig, attach it, link tweak bones with a lattice modifier, and remove drivers. A costume controller is mentioned as well.
