What Toon Eyes Prep does

Toon Eyes Prep speeds up eye rigging for characters built with Auto-Rig Pro. Given a character with temporary eyes in place, it positions a toon eye onto it.

It then builds the drivers and parenting needed for procedural toon eyes, and adjusts the rig's bone selection to leave out existing eyelid bones when geometry node eyelids are used. Riggers working on cartoon characters can avoid a lot of manual setup.
